GOVERNMENT-PRIVATE SECTOR COLLABORATION STRATEGIES IN IMPROVING THE QUALITY OF PUBLIC SERVICES

Abstract

Public services are one of the main indicators of successful governance. However, in practice, the government still faces various challenges such as budget constraints, low human resource capacity, and the complexity of community needs. Therefore, collaboration between the government and the private sector through Public Private Partnership (PPP) schemes is an important strategy for improving the quality of public services. This study aims to analyze the concept, benefits, challenges, and strategies for optimizing collaboration between the government and the private sector in improving the quality of public services. The method used is a qualitative approach with analytical-interpretative library research, with data sources in the form of scientific journals, academic books, and relevant policy documents. Data analysis was conducted using content analysis techniques. The results of the study show that collaboration between the government and the private sector provides significant benefits in improving service efficiency, accelerating infrastructure development, reducing the financial burden on the state, and creating jobs. However, this collaboration also faces challenges in the form of conflicts of interest, weak supervision, risk imbalances, and regulatory complexity.
